Sgt. Adam Kavanaugh (RET)

Professional Trainer

SGT. ADAM KAVANAUGH (RET) – Was a Sergeant with the St. Louis County Police Department, Special Investigations Unit.  Sgt. Kavanaugh retired from law enforcement in September 2021 with 29 years of experience.  Sgt. Kavanaugh (RET) was the Commander of the Eastern District of Missouri Human Trafficking Task Force for 8 years and Deputy Commander of the Missouri Internet Crimes Against Children Task Force for over 16 years.  Sgt. Kavanaugh (RET) was assigned as a task force officer with the Federal Bureau of Investigation (FBI) working in the area of human trafficking and internet crimes against children.  He worked in an undercover capacity for the St. Louis County Police Department, Federal Bureau of Investigations (FBI), Drug Enforcement Administration (DEA) and Alcohol Tobacco and Firearms (ATF) throughout his law enforcement career. Sgt. Kavanaugh (RET) supervised undercover officers for over 16 years and has trained thousands of law enforcement officers, medical professionals, and citizens in the area of child exploitation and human trafficking. 

Sgt. Kavanaugh (RET) has received numerous awards for his years of service including Distinguished Service Awards from the Office of the United States Attorney for Eastern District of Missouri for his work with victims of Domestic Sex Trafficking and Child Sexual Exploitation.

Sgt. Kavanaugh (RET) since retirement has continued educating law enforcement, first responders, medical professionals, citizens and other professional organizations on sex trafficking and online child sexual exploitation.

Cindy Malott

Professional Trainer

Ms. Cindy Malott has over 30 years experience in the field of victim services. She currently serves as the Director of U.S. Safe for Crisis Aid International.  In this role she coordinates programic development for CAI Refuge safe transitional living home for adolescent and adult survivors of sex trafficking and child sexual exploitation.  She also coordinates Crisis Aid’s law enforcement, medical and community crisis response to victims of sex trafficking, online child sexual exploitation and child sexual abuse.  This response includes co-development in partnership with St. Louis County Police Special Investigations Unit of the Chidren’s Anti-Exploitation Partnership Program (CAPP) focusing on intersecting prevention through intervention/crisis support to children and teens identified through Internet crimes against children and CSE investigations and their families. 

Ms. Malott also serves as a national trainer for the Foundation United providing professional training on sex trafficking, child sexual abuse and online child sexual exploitation.

From 2003 to September 2018 Ms. Malott served as the Crisis Intervention Supervisor for the YWCA St. Louis Regional Sexual Assault Center. In this role she supervised the sexual assault/child sexual abuse, intimate partner violence and sex trafficking/CSE crisis intervention services to 17 hospital emergency departments in the St. Louis Metropolitan area as well as coordinating sexual assault victim advocacy to local and federal law enforcement.   She also supervised crisis intervention services to the YWCA’s IPV/SA drop in center.  Ms. Malott has provided national trainings on Enhancing Our Response to Cold Hit DNA “CODIS” Victims, while serving as a member of the Advisory Panel for the National Center for Victims of Crime’s, U.S. Department of Justice’s Office on Violence against Women, Backlogged DNA Project. She coordinated the Sexual Assault Nurse Examiner (SANE) trainings for the Eastern Region of Missouri in conjunction with SSM Saint Louis University Hospital System. Ms. Malott served as the coordinator of the St. Louis Regional Sexual Assault Task Force from 2012 to 2017 (the Regional SART) consisting of representatives from advocacy, law enforcement, medical professionals and other SART members.  As part of her work with the Task Force Ms. Malott coordinated regional multi-disciplinary conferences focusing on the provision of advanced technical training in responding to victims of sexual and imtimate partner violence, stalking and domestic sex trafficking and child exploitation.
